PeaZip is able to unpack RAR files, but it's using non-free code for this job. Therefore, PeaZip is non-free software.
You can check this for yourself, by reading the file res/7z/note.txt, which should be in the PeaZip's directory. Here's what's written: All software in this path is released under LGPL by Myspace and is derived from Igor Pavlov's 7-Zip; sfx icons were substituted from ones created by myself. Rar29.dll (Rar29.so on Linux systems) brings additional restriction: the unRAR sources cannot be used to re-create the RAR compression algorithm, which is proprietary.
