The whole reason for Debian putting it in its nonfree repo are the
Front-Cover and Back-Cover Texts stated above.

by Trisquel requires being able to modify only "information for
practical use", these cover texts aren't such.  We can change the
documentation to document modified versions of Texinfo, so it's not a
problem.

It would be nice to change package names to not call it nonfree, but
it's not necessary.
