[Trisquel-users] Is Ubuntu Tweak fully a free program?

I've been using Ubuntu Tweak to modify settings and I am curious if the  
Trisqul team considers it truely free software. I checked the About page at  
http://ubuntu-tweak.com/about/ and while it says free software under the GPL,  
the program itself allows you to install nonfree software like Flash and  
Google Chrome.

So from an overall perspective, the program itself appears as free software  
with the capability to easily enable and install nonfree software on the  
user's command. Where does that put this app in the eyes of the Trisquel and  
FSF mentality?
