I think you've just spotted a bug Dave. I tried the same thing just now on  
Trisquel 5 with ABrowser 7.0.1 and it does the same thing. The "Show my  
Windows and Tabs from last time" keeps getting selected in the drop down, on  
restart, overriding the "Show my home page." choice.

I've filed a bug on this, thanks for posting. Hopefully it'll be fixed soon:
