The archive linked to is nonfree, since no license is included. I understand "free software compatible" fonts as fonts which are free software and can be used or edited by other free software. The second point is true for nearly all modern fonts. I don't like how "ą" is designed in this font, it's noticeably different than in all other text fonts which I know.
