You can do it via terminal if you want.

Set panel auto-hide to true:
 $ dconf write /org/gnome/gnome-panel/layout/toplevels/panel/auto-hide true
Set panel location to top:
 $ dconf write /org/gnome/gnome-panel/layout/toplevels/panel/orientation
