It depends on the financial status of that organization. In some cases it may  
cost more to have a full time and on-site salaried employee than using  
contractors or support contracts from a company like Canonical and Red Hat.

Another hurdle is finding qualified workers who know how to use a pure free  
software os. Many skilled Linux admins are in CentOS/Red Hat, SuSE, and  
Ubuntu. I know that a lot of those skills can transition into Teisquel, but  
you have to find an admin willing to try new things and exit comfort zone.
