This is not exactly true if you are using the FSF/GNU definition of free  
software.  The FSF/GNU considers the Artistic 1.0 license to be non-free  
while Debian considers it to be free.  Thus they have packages under the  
Artistic 1.0 license and if you go by the FSF/GNU definition you could  
install non-free software out of their main repository.
