I'm not sure if you need any permissions (don't think so) but you can add  
wiki pages here:

https://trisquel.info/node/add/book
The idea I had earlier was for translation teams to use the wiki to  
co-ordinate their efforts. For example, on

https://trisquel.info/wiki/translation-teams

there is a list of 'Translation team: ...' pages. You could add another one  
for Portuguese. But at the moment this idea is not being used. Maybe the  
pages are hidden too deep in the menu structure.
