Yes, it is. It has just hit the server. There is no official announcement yet. Anyway, you should not fear burning the ISO and installing the system. Many users have been running this version since its beta in November 2012. No big issue.

The i18n version should arrive soon. Notice you can easily get the same outcome using the currently available ISO: localizations can be added after the install. To do so, you only need to use the "Language" utility you will find in the "System Settings". A few clicks later, you system will speak Japanese.
