Once both the offline and the online system have apt-offline installed, you  
can install/upgrade anything in three commands (remembering to plug the  
removable device before each of them): one of the online system (item 8), one  
on the online system (item 10) and one back on the offline system (item 12).  
I do think a simpler solution could exist.
