This is one problem from Ubuntu applet (I think). Probably the default GNOME 3.4 Fallback can do the opacity.
The screeenshot from GNU.org is from Trisquel 4.0 based on Ubuntu 10.04 using
GNOME 2.30. Since GNOME 3 Trisquel have problems to do the old panel
"Windows-like/KDE-like". (Personally I don't like. I prefer GNOME Shell).
