There are free software programs to play MPEG-2 video and AC-3 audio
(the codecs used for digital television in the U.S. at least) - Namely
things like VLC and GNOME's Totem, among others.

Let's try not to confuse "proprietary" with "patent-encumbered", okay?
They are very different matters.
