The problem is not "there is not gpl version of the program" but "there is an  
apache licence version of the program".
of course you can gplize it, but an evil proprietary software developer is  
free to take the code of the apache version and make a proprietary program  
out of it.

But I don't understand: why do the developers want to do this?
They have only disadvantages?
