Probably not until the next release of Trisquel.  I would estimate that as  
coming out around October 2014.  Trisquel is only releasing off the next LTS  
releases from Ubuntu and the next LTS ubuntu release is expected in April  
2014.  It usually takes ~6 months for the trisquel release.

Emacs 24 is in the quantal release of Ubuntu (12.10) so it should be in the  
next Trisquel release unless someone backports it.
