Well, permissive license is free software. If you want to don't use free
software from Apple you need to avoid the CUPS [0] (used in the most of free
systems) for your printer.
Second. If you really want to avoid non-copyleft software you need to remove
also the X Window System (display server)[1]. Today the best option is the
Canonical Mir [3] - it's GPLv3. Wayland [3] is permissive license also (MIT).
Ubuntu can be the first 100% GPL free system with GNU + Linux + Mir.
