You could check what pulseaudio is telling you.
Pulse Audio Volume Control (pavucontrol) should have all the information you
need.
Also, you could try to restart just pulseaudio rather than the whole computer,
from terminal, do the following:
pulseaudio --kill
pulseaudio --start
