sudo apt-get install network-manager-openvpn-gnome
I got the idea from Riseup: https://help.riseup.net/en/openvpn-linux Maybe that'll work for you too.
Not sure if you figured this out, but in case you didn't, I was having the
same problem until I added network-manager-openvpn-gnome:
