Mint menu is a separate package called "mintmenu" (it's probably available  
from wherever you installed MATE). After it's installed you should be able to  
add it to your panel like any other panel widget.

As for my favorite desktop - probably Xfce right now, but I enjoyed Gnome 2  
before that.
