That's accurate as well although I usually use that phrase rather when  
talking about a proprietary piece of software. :)

I don't know where to find it. You could try to generate a similar texture  
yourself. In Gimp make a dark gray single color background and then apply a  
suitable filters -> noise -> HSV noise.
