According to Debian's site  
(http://www.debian.org/doc/manuals/project-history/ch-intro.en.html#s1.1),  
"the creation of Debian was sponsored by the FSF's GNU project for one year  
(November 1994 to November 1995)".

It then deviated (although far less than any other popular GNU/Linux  
distribution) from the FSF's ideals.
