Registration on identi.ca was closed in order to encourage people to build more independently-owned federated pump.io networks, so that the network is not centralised.
However, the parent company of identi.ca (E14N) has other pump.io-powered social networking sites that work with/alongside identi.ca. For example, pumpit.info (which I use) is one of the E14N websites that you can register on, among others that you can find at http://pump.io/tryit.html (view the source code of that page for the list).
