I don't have psmouse and maybe it shouldn't be an option to install  
additional utility to control touchpad. I've investigated the issue a bit and  
I am able to turn on touchpad with:

xinput set-int-prop "ETPS/2 Elantech Touchpad" "Device Enabled" 8 1
But I've still not figured out how to have touchpad always enabled.
