I don't doubt the "open source" part of the claim, but I seriously doubt the use of "free" is the same as the way we would use it. Intel and Swiftkey are the primary drivers of this. The Intel site has no mention of the ACAT project on their open source and developer portal, Swiftkey doesn't have such a portal that I can find at all. Hawking's own website mentions the software but no link it provided to the code, project, or license.

Without being able to see the license, join the project, and inspect/alter the code it is not free software.
