Maybe the forum doesn't support formatting because it's linked with a mailing  
list (That's mentioned in the forum top page) and since it's better to avoid  
HTML text for mail, it's possible that formatting was intentionally disabled  
on the forum as well to have a consistent view (So that neither forum nor  
mailing list users see formatted text). That doesn't explain why it's allowed  
for the tags that davidnotcoulthard mentioned, however.
