I disagree. A "smart TV" is nothing more than building a computer into the  
TV. You can easily achieve the same effect by plugging in a computer to a  
normal TV. I do this all the time with my laptop, and you could also use any  
desktop PC. Think Penguin's "Penguin Wee" computers would be perfect for  
this.
