They can state their opinions as many times as they like;Ruben installed the system because he trusted the community to be capable of dealing with it. he wrote repeatedly that one should NOT downvote opinions; just real, bold trolling.
If you don't like somebody's opinion and he states it a few times, that doesn't mean it's trolling.
