[Trisquel-users] FSF compliant UI mockup/sketch tool

Anyone know if FSF compliant UI mockup/sketching tools exist?  I basically  
want to design a mockup/sketch of a website on GNU/Linux, but can't seem to  
find a took which is FSF compliant.

Does such software exist in the FSF world?
