1) There at least used to be a way to make custom key bindings hidden  
somewhere in the system settings. (If that's gone we can use the xbindkeys  
command from the package with the same name) Once you find it you could  
install the xdotool package and bind up arrow to the command "xdotool key Up"

(The other key names are unsurprisingly Down,Left and Right)
2) What's your output offind /sys -iname brightness
