x86 and ARM are instruction set architectures (the format and semantics allowed for machine code). 32 bits or 64 bits in this context refers to the “word width”: the size in bits of the general purpose registers which is usually the same as the size of memory addresses. Both ARM and x86 have 32 bits and 64 bits versions (and they differ in more than the word width). Most laptop and desktop computers use x86‐64 CPUs (Also called “AMD64”, “EM64T”, “Intel 64” and incorrectly, “x64”).
