That's the FSF official policy on the matter AFAIK. However Libregamewiki (which is the source for that material) and e.g. Debian disagree. I think think that probably while not nearly as critical as code being free, it's pretty nice to have free media as well, so I'm bit of a fence sitter when it comes to this issue, everso slightly tilted towards the all has to be free stance.
