It has to do with CSS (Content Scrambling System), which is the DRM system in  
DVDs. DeCSS is considered illegal in the US and other countries, because it  
contains the key required for decryption. However, modern computers can run a  
brute force algorithm quickly, and that is what libdvdcss does. libdvdcss is  
not known to be illegal.
