Things have opened up a great deal. Anyone can sign up for an account at  
https://devel.trisquel.info/ and work on Trisquel. The Helper programs to  
generate ISOs can also be found there. aklis on IRC has been doing much  
lately since Ruben is working full time at the Free Software Foundation these  
days. But anyone can work on Trisquel these days he's not as much of a  
blocker as perhaps in the past. If you want to see a 7.1 ISO, get busy doing  
a git clone and working on one. Submit a merge request to get that work  
included in the official Trisquel Helper program. Discuss issues or problems  
with the merge request on IRC in #trisquel-dev. etc. So it's entirely on the  
community and not fair to blame a single person I think. Who is willing to  
step up? :)
