[Trisquel-users] Does Trisquel have the latest packages?

I'd like to ask if Trisquel has the latest versions of the GNOME desktop  
enviornment and the KDE desktop environment. I assume it doesn't have the  
latest version? If so, why? Is it for stability sakes?
