Well, as always the main drive is profit. Assuming all the versions of Windows are used as they are by default there is much more personal information to gather from users of 8.1 and especially 10 compared to the 7 and hence more money to make by selling personal info to anybody willing to pay for it.

I mean, read the privacy policy of Windows 7 and then read that of Windows 10 and the thing will suddenly get as clear as the bluest sky of deepest summer to you..

P.S: It is quite a boring but stunning read.. Highly recommended.
