If you're talking about e-readers, I'm pretty sure all of those are very bad at respecting your freedom (implementing digital restrictions), so my personal advice would be the same: go with a general-purpose small computer or tablet. Whatever you can find that respects your freedom the most. (It's definitely not going to be perfect, mind, but you can definitely find something better than things like the Kindle.)
A "PDF reader"? I don't know what kind of device that would be, but it seems
like it would be more worthwhile to get a general-purpose small computer or
tablet, even if it's a bit more expensive.
