There's nothing paradox here.
Our requierements for software are just increasing; the IT world is getting more and more complex. Obviously, the amount of increasing free-software code is not sufficient enough; besides, it's not that every line of code ever written is still useful. It gets outdatet and obsolete. And what if a huge program just doesn't work properly and is not capable of completing the job?
Sure, a huge amount of code, still useless.

So i don't think that this "paradox" deserves much attention, let alone a name.
