If you are thinking of purchasing a tablet, look for one supported by
Replicant (see website replicant.us). The F-Droid app repository has several
apps that read PDF. You can also download and install F-Droid on any other
Android device.
If you are using GNU/Linux, such as on a laptop or Intel tablet, you can use
a Mozilla based browser (Firefox, IceCat, Iceweasel, Abrowser etc) to open
and display PDF. You could also use an application such as Evince (GNOME's
document viewer).
You could use a Kindle if you really have no other options. Don't go out and
buy one though, because there are plenty of problems with Amazon's business
model and the Kindle does not respect freedom.
