It is different. I am talking about a (mandatory) tax. Not paying the tax  
would not be an option. The Flattr system would allow Internet users to  
choose how their tax is distributed. If a user does not click any button,  
then her tax could be distributed like all the other users decided to  
distributed their taxes.
