In the case of GRUB, a password does not make the system more secure in most cases (but in the rare contexts I was discussing above). Only more inconvenient. But the user is free anyway. She is in control of her GRUB. She can disable the GRUB password. No restriction.
Freedom is being in control, not being restrained. For instance, free speech
is about being able to express whatever you want. No restriction. In your
house example, as long as its inhabitant *chooses* all the security measures,
she is free. Those measures make her life less convenient but more secure.
