While it is true that RNG for PCs are mostly "pseudo random number  
generators", it is impossible to tell the difference compared to a result of  
a real random number generator - if we talk about passphrases, which is  
rather short data.
If you need a lot of random numbers - and i'm talking about really a lot,  
like for physical simulations - then it's a different story.
But really, for your passphrase, you don't have to throw the dice.
