https://framagit.org runs the CE (community edition, free software) version  
of Gitlab, and seems to be very reliable.

Gitlab Pages is currently a non-free feature of Gitlab, pages.gitlab.io
For hosting you can use https://tuxfamily.org

https://gitlab.com runs the EE (enterprise edition) of Gitlab, which is  
Gitlab CE plus some non-free-software features. (like gitlab pages, weighting  
issues, etc)

If you want something to beat Github, gitlab is one of the best options.
