Tor in the repository is the Tor software. This lets applications connect  
over the Tor network, if they are configured to do so.
The torbrowser-launcher script downloads Tor Browser Bundle (different from  
Tor, of course), which is Firefox configured to connect over Tor so as to  
best preserve your anonymity. It has its own Tor executable so there is no  
need to install Tor from the repository.
At any rate check you installed all the required dependencies, it looks like  
you can't run it because you are missing a Python module of some description.  
A search in Synaptic for that module might turn up trumps.
A side note, remember to check cryptographic signatures when downloading Tor  
Browser from the Tor website.
