Is there even software in an Xfce theme?  If there is, then a risk may exist  
and the software should be *free* software, as in "all four essential  
freedoms".  If so, anyone (including you) can study it and there is little  
risk that the author willingly made it malware (keeping the source code  
secret is much easier).

But I do not even think a theme includes any software.  It probably only is  
composed of images (icons, etc.) and of CSS-like files (to describe the  
"widgets": position, size, color, etc.).
