I'm not sure why you seem to think that you have to strike a "balance". You  
can voice an opinion anonymously; just go through Tor and use a dedicated  
pseudonym that only connects to the Internet that way and do not connect it  
in any way to any of your other pseudonyms.

By the way, unless you're an actual whistleblower (leaking actual  
information), the United States government would find it impossible to  
legally do anything to you. The worst that would happen is a propaganda  
campaign aimed at painting you as a conspiracy theorist.
