Fedora is not among them: it comes with a kernel that includes proprietary software. https://www.fsfla.org/ikiwiki/selibre/linux-libre/freed-ora.en.html proposes packaged free substitutes though, in the same way that https://jxself.org/linux-libre/ proposes packaged free substitutes for for the kernels of Debian-based distributions.
