Debian 9 has Xfce 4.12

I had this option on Debian 8 too, and that one had xfce 4.10. My bet is your  
whiskermenu plugin is of an ancient version too muchy much, mateson. Compile  
only that one, no need to compile xfce only for whisker x_X
