From a user perspective, I think of it as software on different levels:
a standalone software application, which I can install or remove a set of software, which together is called desktop environment a set of software, which is together called GNU/Linux distribution So I can run KDE/Gnome/XFCE/etc. on Debian/Ubuntu/Trisquel etc.
