Libdvd-pkg must be fetched and configured to get the libraries. I downloaded the package from Ubuntu Packages.
https://packages.ubuntu.com/xenial/libdvd-pkg sudo dpkg-reconfigure libdvd-pkg Then both VLC and mpv will happily play anything thrown at them.
