Trisquel 9 will be based on Ubuntu 18.04 LTS, but I'm afraid that when it's ready to be released, there is Ubuntu 20.04 LTS already.

Another approach is to install Debian. Because the official Debian installation media don't have any non-free firmware and they won't enable contrib or non-free repository by default, avoid to introduce non-free repository manually and you'll have a free/libre installation. If you use the Debian Installer for testing version, when you're prompted to select desktop environment(s), choose Xfce and you'll have similar experience like Xubuntu, but much freer. It's very hard to completely get rid of non-free software/firmware on Ubuntu and its spins.
